clicSÉQUR is being replaced by the SAG, the government authentication service. If your business files online with Revenu Québec or the Registraire, this change touches your access directly. By the end of this article you will know who needs to act, what happens if the responsable des services électroniques (RSE) has left the company, and why the codes mailed for account linking are worth taking seriously again.
What the SAG actually replaces
clicSÉQUR served as the entry point for businesses and individuals accessing Revenu Québec’s online services. The SAG takes that place. It is not an optional extra sitting alongside clicSÉQUR: it becomes the required path to authenticate a business with government electronic services.
What stays the same: you still need a valid access to file returns, check a file, or manage authorizations tied to your business number. What changes is the authentication mechanism itself, and the steps to obtain or transfer it.
The trap of a departed responsable des services électroniques
In many small businesses, a single name is registered as the responsable des services électroniques. That person set up the clicSÉQUR account years ago, sometimes before the current owner even took over the business. If that RSE has left the company, changed roles, or is simply unreachable, access stays locked under their name.
Migrating to the SAG does not fix this on its own. Someone needs to establish who currently holds authority to designate a new RSE, then follow the replacement procedure with Revenu Québec. Without that step, no account migration will restore access: the business stays stuck behind an account tied to someone who no longer works there.
This is the moment to check who is currently listed as RSE in your files, before the migration forces the question at a bad time, such as right before a filing deadline.
The codes mailed for account linking
Some authentication steps, particularly those establishing or restoring a link to a business number, still rely on a code sent by regular mail. That code takes time to arrive, and it goes to the address on file with the Registraire, not necessarily to an address where someone opens mail every day.
If your address on file belongs to a former office, an accountant who has since changed firms, or a post-office box, the linking code goes nowhere. The Registraire refuses a post-office box as a domicile; a professional address is the only compliant alternative. The move to the SAG is a good occasion to confirm that the address on file is a place where mail is actually picked up.
What happens if you do nothing
An unmigrated clicSÉQUR account or an untraceable RSE does not trigger an automatic strike-off. But it blocks access to online services, forcing a return to paper filings or in-person visits, with the delays that implies. Google listings for government service counters, at 3.2 stars as surveyed on 4 August 2026, reflect the wait times this shift imposes on anyone who did not plan ahead.
| Situation | Action needed | Risk if ignored |
|---|---|---|
| RSE still with the company | Migrate the account to the SAG | None, if done in time |
| RSE has left the company | Designate a new RSE before migrating | Access blocked indefinitely |
| Address on file is outdated | Correct the address with the Registraire | Linking code lost in the mail |
| Account already repeatedly locked out | Start over with newly issued access | Extra delays, back to paper |
Where to actually start
The first step is not technical, it is administrative: confirm who is the current RSE in your Revenu Québec files, and confirm that the address on file with the Registraire is current. Both checks take a few minutes and prevent most of the lockouts seen during this kind of migration.
If the address on file is the problem, a settled professional address can replace a non-compliant post-office box. If the RSE needs to be changed, plan for lead time before your next filing deadline, not the day of.
What MonNEQ does about it
MonNEQ runs a free file check to spot blocked access, outdated addresses, and untraceable RSEs before they delay a filing. Every filing we prepare is then checked by a person before it is sent to the Registraire; it is not an automated system deciding on your behalf. The full process, from check to filing, is described on our how it works page, and the most common questions about access and the SAG are gathered in our frequently asked questions. Firms managing several clients affected by the same migration can track each file through MonNEQ Pro.
